They suspended you for something you were doing wrong, not because you didn’t send them info.
You can appeal and see if they will reinstate you, otherwise, you won’t be back on eBay.
You need to appeal and wait. However, you can open an account under a different email address and different information but believe me…they will be able to relate your accounts sooner or later. So, just contact the appeal department.
